Europe Caps China's Hybrids, the EV Market Splits and Jaguar Gets Real
Europe agreed to cap Chinese hybrid imports at less than half this year's pace, as a record 20 Chinese brands came to the Paris Motor Show. Electric cars are now 23% of sales in Europe and 6% in America, Honda bet its rebuild on hybrids, and Jaguar put a price on its reinvention.
The week's theme was 2 markets pulling apart. Europe answered China's move into hybrids with a hard cap on how many can come in, even as a record 20 Chinese brands filled the Paris Motor Show. Electric cars now take nearly a quarter of European sales. In America they take 6%, and buyers who want better mileage are choosing hybrids instead, which is exactly where Honda is putting its money. Jaguar went the other way, all in on a $130,500 electric GT. Tesla gave up the words "Full Self-Driving" to win over Germany, Polestar is selling its last new cars in America, and at home, regulators took on 2 things every driver notices: blinding headlights and work trucks that don't brake for you. As always, every story carries a status line, because a final count, a forecast and a promise in a press release are not the same kind of news.

Europe Caps Chinese Hybrid Imports at 350,000 a Year
Tariffs on Chinese EVs pushed Chinese automakers toward hybrids. Now the hybrids get a limit, less than half of what China is on course to ship to Europe this year.
A BYD Han. BYD, SAIC and Chery account for more than 90% of the hybrids China sends to the EU, according to Jefferies.
BRUSSELS — The European Union and China have agreed to cap imports of Chinese-built hybrids, including plug-in hybrids, at 350,000 vehicles a year, a senior European Commission official said on October 12. Reuters reported that the deal was reached on October 9, that the cap is likely to start in early December, and that it rises 6% a year over the 4 years it runs. The official said Chinese hybrid exports to the EU were on course to reach as many as 800,000 this year, so the cap cuts that by more than half. By Reuters' account, it would take Chinese-built cars from about 12% of the EU market to about 6%.

The boom it targets is recent. Chinese customs data show hybrid and plug-in hybrid exports to the EU were worth $7.5 billion in the first half of 2026, about 3 times the $2.5 billion of a year earlier and about 9 times the $845 million shipped in all of 2021, Reuters reported. SAIC, BYD and Chery account for more than 90% of Chinese hybrid volume in the EU, according to the investment bank Jefferies, and BYD has sold more plug-in hybrids than electric cars in Europe this year.
Why hybrids
Since 2024, the EU has charged extra duties of up to about 35% on Chinese-built electric cars, on top of the standard 10% duty on imported cars. Hybrids paid only the 10%, so Chinese brands sent plug-in hybrids instead, and they sold. The cap closes that route. It doesn't cover cars that Chinese brands build inside Europe, according to Automotive World, and BYD and others are already building plants in Europe.
The deal landed as the Paris Motor Show opened with a record 20 Chinese brands among its roughly 60 carmakers, double the count in 2024, according to Reuters. Chinese brands now take more than 10% of new-car sales in Europe. Renault's chief executive, François Provost, told Reuters the surge in Chinese hybrid imports wasn't sustainable for Europe, but that a deal was better than a trade war. The Commission isn't finished: Reuters reported that it plans further trade measures in December, and EU leaders take up China at a summit this week.
The Carveyance take
A tariff on one kind of powertrain simply moved Chinese exports to another. A quota is blunter: it limits the number of cars however they're powered. The likely result is more Chinese cars built in Europe, where the cap doesn't reach.
What to watch: the legal text, how the 350,000 is shared out among brands, and the December measures.

America and Europe Are Now 2 Different EV Markets
Electric cars are 6% of new-vehicle sales in the US this year and 23% in Europe. Americans didn't stop wanting better mileage. They bought hybrids.

DETROIT — A year after the $7,500 federal EV tax credit ended, US EV sales are down 30.7% through September, according to Motor Intelligence estimates reported by Reuters on October 8. EVs are 6% of the market, down from 8.5% at this point in 2025, when buyers rushed to beat the credit's expiration. Over the same months in Europe, EVs took 23.2% of the market, up from 17.7%, according to the European automakers' association, ACEA.

American buyers didn't give up on fuel economy. US hybrid sales rose 23% over the 9 months, to 15.6% of the market, and used-EV sales rose 19%, according to CarGurus. Among automakers, Ford's EV sales fell 68% and GM's 43%. Tesla's US sales were down an estimated 14%. Rivian's rose 29% on its cheaper R2.
Why the markets split
Europe's tailpipe-emissions rules push automakers to sell EVs, many countries offer tax breaks, and the range has widened. Transport & Environment, a Brussels advocacy group, counted more than 150 EV models on sale in Europe in the first half of 2026, up from about 100 in 2024, and many now sell for less than €25,000 (about $28,000), Reuters reported. In the US, the tax credit is gone, some automakers have ended cheap leases, tariffs and software rules keep Chinese brands out, and several automakers have cut EVs. Honda will stop selling the Prologue, its only US EV, after 2026.
"There's still demand out there [for EVs], but the energy and the masses are definitely running to hybrid technology," Thad Szott, a Detroit-area dealer who sells Ford, Stellantis and Toyota brands, told Reuters.
The Carveyance take
The used-EV number is the tell. Americans buy EVs when the price is right; they just aren't being offered a €25,000 one new. Europe got small, cheap EVs. America got $50,000 trucks and SUVs, and then the credit went away.
What to watch: ACEA's September registrations later this month, and the first new American EV under $30,000.

Honda Bets Its Rebuild on 15 New Hybrids
Honda's next-generation system is simply called Honda Hybrid. Most of the 15 models using it by March 2030 will be sold in North America.
A Honda CR-V Hybrid. Honda's next-generation system arrives in 2027, with 15 models by March 2030.
TOKYO — Honda said on October 9 that its next-generation hybrid system will be called Honda Hybrid and will reach the market worldwide starting in 2027. It plans 15 models with the system by the end of its fiscal year on March 31, 2030, most of them sold primarily in North America. The announcement follows the plan Honda laid out in May to rebuild its car business by moving development and production toward hybrids. In March, Honda canceled 3 EVs it had planned to build in the US, the Honda 0 SUV, the 0 Saloon and the Acura RSX, and in July it said it would stop selling the Prologue, its only US EV, after 2026.
What's new
The system builds on e:HEV, Honda's current 2-motor hybrid. The engine works efficiently across a wider range, the drive unit is smaller and more efficient, and it sits on a new platform that Honda says is stiffer and lighter, with a body designed to flex slightly in corners for better roadholding. It adds a Motion Management System and a newly developed electric all-wheel drive. Honda hasn't named the first models or given power or fuel-economy figures. It has previously said a coming V6 hybrid for its large SUVs will be 30% more fuel-efficient than today's non-hybrid full-size SUVs in the US, InsideEVs reported.

The Carveyance take
For 25 years, Honda's hybrids were a step toward something else. Now the hybrid is the plan, aimed at the market where buyers are already choosing them. The interesting part is electric all-wheel drive, which could bring hybrid economy to the big Hondas that have never had it.
What to watch: which model goes first, and whether the V6 hybrid reaches the Pilot, Passport and Ridgeline. Honda hasn't said.
Rulemaking opened October 6 · comments due November 9 · no new limits set yet
Washington Takes On Headlight Glare
NHTSA will rewrite the federal lighting standard to deal with bright LEDs, lights mounted high on trucks and SUVs, and the adaptive headlights that are common in Europe and rare here.
Glare from brighter LED headlights is one of the issues NHTSA's rewrite will take on, along with how high headlights sit and where they aim.
WASHINGTON — The National Highway Traffic Safety Administration said on October 6 that it will modernize Federal Motor Vehicle Safety Standard 108, the rule that governs vehicle lighting. It will write the changes through negotiated rulemaking, with a committee of up to 18 members from lighting makers, equipment groups, safety organizations and researchers, appointed by Transportation Secretary Sean Duffy. The agenda covers glare from modern headlights; rules for LEDs, dusk sensors, automatic high beams and replaceable light sources; how headlight height and aim affect other drivers; simpler tests for plastic lenses; and closer alignment with international standards. Comments and nominations are due November 9.
"Today's standards do not allow automakers to deploy the latest safety-improving lighting technologies," said NHTSA Administrator Jonathan Morrison.
Adaptive driving beams, which shade only the part of the high beam that would hit oncoming drivers, became legal in the US in 2022, but strict test rules have kept them rare compared with Europe and Asia, AutoGuide reported. The safety numbers are smaller than the complaints: an Insurance Institute for Highway Safety study found glare played a role in only 1 or 2 of every 1,000 nighttime crashes in 11 states from 2015 to 2023, though drivers over 70 are especially sensitive to it.
The Carveyance take
Glare is the complaint, but aim and height may be the fix. A well-aimed LED on a sedan isn't the problem. The same light mounted on a tall pickup and aimed slightly high is. Adaptive beams would help everyone, if the rules let more of them in.
What to watch: who gets named to the committee, and whether adaptive beams get an easier path to certification.

Jaguar stopped selling new cars in the UK at the end of 2024 while it prepared its new lineup, and has spent the time since on a polarizing new identity. The Type 01 is the product that identity was meant to introduce. Jaguar's managing director, Rawdon Glover, called it "the foundation of the brand."
The Carveyance take
The car is real now, and so is the price. Jaguar isn't trying to win back the buyers it had. At $130,500 it needs new ones, at a price where nobody buys on spec sheets alone.
What to watch: EPA range and the first drives, and whether Jaguar names its second model.

Tesla Drops "Full Self-Driving" in Europe
After Germany's transport ministry called the name misleading, Tesla's driver-assistance package is "Tesla Assisted Driving" in Europe. In the US, it keeps the old name.
A Tesla Model 3 with its driver-assistance system engaged. In Europe it's now called Tesla Assisted Driving, and the driver remains responsible at all times.
BERLIN — Tesla has renamed FSD (Supervised) as Tesla Assisted Driving in Europe, Electrek and TechCrunch reported on October 9. Germany's Federal Ministry of Transport said on October 6 that the old name was misleading because the system doesn't take over the whole driving task: the driver has to stay alert and remains fully responsible. According to Electrek, Tesla offered the new name in talks with Transport Minister Steffen Bilger in September, and Germany agreed to support a cap of 10% over the detected speed limit as the EU weighs approval.
Tesla's European site lists 8 EU countries where the system is approved: the Netherlands, Lithuania, Estonia, Denmark, Belgium, Slovenia, Czechia and Croatia. Germany isn't one of them. Approval across the EU needs 15 of the 27 member states, representing 65% of the EU's population, and the vote has slipped to December at the earliest. In the US, the package is still called Full Self-Driving (Supervised) and costs $99 a month.
The approval process itself is under scrutiny. A Reuters investigation published October 7, based on correspondence obtained from regulators in 7 European countries, found that Tesla's European safety case measured stand-ins for risk, such as hard braking, hard cornering, horn use and turn-signal use, rather than crashes, and that the cars using the system were driven by Tesla's professional test drivers. 7 traffic-safety researchers told Reuters the sample, in the tens or hundreds of thousands of miles, was too small to support conclusions about safety. The Dutch regulator, RDW, told Reuters its assessment remained independent and thorough.
The Carveyance take
Germany got 2 things: a name that describes what the system does, and a limit on how fast it may drive over the posted limit. Those are the 2 complaints its critics have raised most often.
What to watch: the EU vote, and whether France and Sweden, which have raised concerns about speeding, accept a 10% cap.

Polestar Sells Its Last New Cars in America
Polestar's global sales edged up in the third quarter on the strength of the US, the one market it's being forced to leave. From the 2027 model year, a federal rule on China-linked connected cars bars it from selling new ones here.
The Polestar 3, built at Volvo Cars' plant near Charleston, South Carolina. Polestar can't sell new cars in the US from the 2027 model year.
GOTHENBURG, Sweden — Polestar sold 14,371 cars worldwide in the third quarter, about 1% more than a year earlier, the company said on October 8. Outside the US, its sales fell 8%. Polestar is majority-owned by China's Geely Holding, and under the Commerce Department's connected-vehicle rule it can't sell new cars in the US from the 2027 model year. Reuters reported that it is close to selling out its remaining 2026 models here. Polestar says it will sell its remaining Polestar 3 and 4 inventory and keep its US service network running.
The Polestar 3 is built at Volvo Cars' plant near Charleston, South Carolina. Volvo Cars, also owned by Geely, received authorization in May to keep selling in the US; Polestar didn't. Polestar is shifting its focus to Europe, where it plans to build the Polestar 7 in Slovakia from 2028. "We delivered our best third quarter despite increasingly challenging market conditions," said its chief executive, Michael Lohscheller.
The Carveyance take
It's an odd exit: a Swedish brand, building cars in South Carolina, leaving America while its American sales are rising. Under the rule, who owns the company and who writes the software matter more than where the car is built.

Citroën's Electric 2CV Is Unusually Serious for a Retro Concept
PARIS — Citroën unveiled the 2 CV Concept on October 11, the night before the Paris Motor Show. It's 3.76 m (12 ft 4 in) long, targets a weight of about 1,000 kg (2,205 lb) and a starting price around €15,000 (about $16,800), and Citroën says a European-built production version will join its range by 2028. Instead of more range, bigger screens and more power, it proposes a smaller battery, bumpers that come off separately so they're cheaper to replace, and as little weight as possible. Citroën hasn't given its battery size, range, power or safety ratings, or shown how it will reach the price.
Why it matters: it's a direct counterargument to ever-heavier, more expensive EVs, if the price survives the trip to production.

ATLANTA — The Manheim Used Vehicle Value Index, which tracks wholesale prices, fell 1.1% in September from August, to 205.9, and was down 0.6% from a year earlier, Cox Automotive said on October 9. Cox now expects wholesale values to rise only about 0.2% this year, down from its earlier forecast of 2%. It cited higher fuel costs, rising interest rates and record diesel prices. Cox also pointed to falling demand for large pickups and SUVs, and dealers had a 39-day supply of used diesel vehicles, 27% more than a year earlier. Regular gasoline averaged $4.36 a gallon on October 8, according to AAA.

SACRAMENTO, Calif. — Gov. Gavin Newsom signed Senate Bill 1406, which targets California drivers who register expensive cars to Montana companies to avoid sales tax. The law presumes a company is a California resident if even one of its owners is, extends to partnerships, makes the people behind a shell company personally liable for unpaid tax, and sets a penalty of 50% of the tax for false claims. In March, the state estimated the scheme cost it more than $10 million a year, Supercar Blondie reported.
Why it matters: those Montana plates on supercars in Los Angeles just became a much bigger risk for their owners.
